Japan's Population Decline and the Immigration Systems and Policies

According to projections by the Ministry of Health, Labour and Welfare, Japan’s population decline is expected to continue if current trends persist.
This study, based on the premise of a declining population, examines the problems that have arisen in Japan’s previous acceptance of foreign technical intern trainees and foreign workers. It then proposes recommendations for the design of future systems and policies for the acceptance of foreign residents.
Specifically, this research proceeds from the understanding that Japan has no option but to accept foreign migrants. It aims to propose a system design that minimizes potential problems and policies not only for accepting foreign laborers but also for attracting highly skilled human resources.
As a research method, the study conducts a detailed analysis based on examples from other countries. At the same time, it includes interviews and questionnaire surveys targeting business leaders who require foreign talent. The purpose is to identify the problems that have occurred so far and to clarify future needs.
As a provisional conclusion, the study aims to elucidate three key pillars for accepting foreigners—quantity (number of accepted individuals), quality (educational level), and infrastructure (systems and policies).
The ultimate goal is to make proactive policy recommendations to political, administrative, and business sectors.
