Hideki Kato, chairman of the Tokyo Foundation and president of Japan Initiative, has recently assumed the position of secretary-general of the Government Revitalization Unit, newly established within the Cabinet Office.

In coordinating the front-line activities of the council, Kato will fully endeavor for across-the-board administrative and fiscal review using “program review,” a methodology advocated by Japan Initiative in which outside assessors participate in the systematic consideration of a public service’s necessity. This has proved successful in streamlining local government operations and services.

As this is a part-time position, Kato will continue to serve as the chairman of the Tokyo Foundation, which stands on the two pillars of policy research and human resource  development. He will carry on with the Foundation’s mission to change society for the better through fundamental and effective means.
