Bio

Graduated from Kyushu University in 1977. Served as senior planning officer for the disaster prevention bureau, National Land Agency (now, Ministry of Land, Infrastructure, Transport and Tourism); lecturer at the Faculty of Medicine, Osaka University; director of the Environmental Impact Assessment Division, Ministry of the Environment; and director-general of the Chubu Regional Forest Office, Ministry of Agriculture, Forestry and Fisheries. Earned a doctorate in agriculture from Kyushu University. Is a member of the Environmental Committee of the Japan P.E.N. Club.
