Bio

Is the Center for the National Interest’s chief operating officer, directing its US-Russian Relations Program and working on such other issues as energy and climate change, US-Japan relations, and the role of democracy in US foreign policy. Is also associate publisher of the bimonthly foreign policy magazine, The National Interest.

Served in the Bush administration from 2003-05 as senior advisor to the undersecretary of state for global affairs, working on transnational issues involving Russia, Ukraine, the former Soviet Union, Iraq, China, and India.Was director of the Center for the National Interest from 1997-2003, and assistant director from its founding in 1994 until 1997. Has written extensively for major newspapers and journals, and is a frequent commentator in the national media, including CNN, Fox, and MSNBC
